Development activities continue as a major focus of ARA activities in 2007. The Planning and Zoning Committee has been very active in supporting neighbours as they deal with issues of concern whether they stem from: · Committee of Adjustment applications and decisions · Major projects · OMB appeals 1) Committee of Adjustment: Every two weeks the ARA receives a copy of the upcoming agenda of the Committee of Adjustment for the Toronto/East York panel. 2) Major Development Projects: There are an unprecedented number of projects and potential projects requiring time and effort to be spent with the applicants and Urban Development Services staff. Report of the Planning and Zoning Committee The Planning and Zoning Committee is a committee of the ARA which is responsible for reviewing and addressing on behalf of the ARA planning applications within the Annex. Planning applications can take one of two forms, committee of adjustment applications, which in theory involve relatively minor variations from the zoning by-laws and rezoning applications, which involve more substantial amendments both to the zoning bylaws and the Official Plan. The Planning and Zoning Committee met on Tuesday, November 6, 2007. The meeting addressed the following matters: 1. Committee of Adjustments, 66 Lowther (presentation to 8:15) 2. Bloor Corridor Visioning Study (see attachments) 3. Bloor Street Bicycle Lane 4. 410 Bloor Street, OMB Hearing (see letter below) 5. 10-14 Prince Arthur (see attachments) 6. Dupont Street (see attachments) 7. U of T Liaison Meeting 8. ROM proposal 9. 100 Spadina Update 10. Section 37 update 11. 164 Avenue Road 12. Committee of Adjustments (see attached agenda) 13. A.O.B Apart from brief updates with respect to the remaining matters, the larger part of the meeting was devoted to the Committee of Adjustments matter in relation to 66 Lowther and the report to be tabled by Robert Brown with respect to the Bloor Visioning Study. With respect to 66 Lowther the Committee resolved to request that the matter be deferred to address the issues raised in a tree report submitted by a neighbour. My letter addressed to the Committee of Adjustments is attached. Robert will report on the discussions with respect to the Bloor Visioning Study. With respect to other matters, we decided to take no action at this time with respect to the request for a bike lane on Bloor. No letter setting out the proposal has as yet been received and in any event we did not consider that the matter was exclusively a planning and zoning matter. The appeal to the OMB from the committee of adjustments matter in relation to 410 Bloor Street was not completed and will resume in December. My letter to the OMB is attached. There will be a public meeting on December 5 with respect to the not yet made proposals in relation to the Wynn property on Dupont. A proposal with respect to the ROM is pending.
